Hong Kong IT Fund: IT project preparation and integrity

Start with a real business need. Define your IT project, compare solutions and document the work before considering funding opportunities in Hong Kong.

Hong Kong IT Fund is used here as a general label for IT funding opportunities in Hong Kong; it is not the name of a specific scheme.

E12 provides general information. It does not process or assess funding applications and does not guarantee approval.

Before you choose an IT project

  • Funding arrangements differ. Check the relevant administering organisation for current eligibility criteria, eligible costs, application steps and payment terms before signing a contract.
  • Prepare a project budget that includes your own contribution, recurring charges and ongoing operating costs. Choose a solution that remains practical for your business if funding is unavailable.
  • Approval and payment are subject to independent assessment by the relevant administering organisation. Choosing a supplier or product does not secure funding.

Preparation checklist

  1. Define a repeatable business outcome

Write down the problem, who uses the solution and how you will measure improvement. For example, a team may want to respond more consistently to recurring enquiries.

  2. Set the scope and responsibilities

List setup work, data sources, user permissions, activity logs, training, ongoing support and who will review AI or security outputs.

  3. Review your existing tools and data

Inventory your website, email, messaging and security tools. Separate information approved for public use from personal, confidential or internal material.

  4. Compare solutions before committing

Ask about implementation, recurring charges, access controls, data handling and export options. Verify any funding requirements with the relevant administering organisation before committing.

iGears IT project principles

iGears is committed to real business needs, transparent commercial terms and verifiable delivery. Funding should support a sound project decision.

  1. Real needs and accurate information

Define the project around actual operations. Use genuine business, contract and transaction information.

  2. Clear quotations

Specify the scope, deliverables, fees, recurring charges and payment schedule before work begins.

  3. Authentic records

Keep accurate contracts, invoices, payment evidence and service records. Do not fabricate contracts, inflate invoices or misrepresent payments or completed work.

  4. Documented delivery and acceptance

Agree on milestones and acceptance criteria. Record delivery, testing, training and customer acceptance.

  5. Transparent commercial relationships

Disclose commercial relationships and potential conflicts of interest. Do not offer improper benefits to influence procurement or approval.

  6. Independent funding decisions

Funding decisions belong to the administering organisation. iGears does not guarantee approval or imply that choosing its products secures funding.

Make your company easier to understand

Organising accurate company information into a clear, structured public profile is one practical digital-readiness activity. E12 lets businesses manage their information and approve what can be used for E12 AI search and matching.

An E12 profile does not establish funding eligibility or approval. E12 does not guarantee inclusion, ranking or citations in external AI services.

Keep track of the official rules

Check current requirements directly with the relevant administering organisation. Keep your quotation, contract, invoices, payment evidence and acceptance records consistent with the actual project. E12 does not handle funding applications.
